Fix
The mti_enc file is created as a part of the Modelsim security for the keyless evaluation install of Modelsim. When you have convention licenses these files are not required.

Simply, remove the files c:\winnt\mti_enc and c:\winnt\mti_enc2 and ensure that write permission is enabled on the c:\winnt and c:\winnt\temp directories.
